There are three levels of coordination.
The first level of coordination is at the national level through the National
Livestock & Poultry RDE Technical Team. This National Core Team (NCT)
is based at UPLB. At this level, the Team Leader and the identified
National Lead in Animal Research (NLAR) will supervise all the RDE activities
in the country and spearhead the development/improvement of the national
RDE Agenda, including the consolidation and finalization of Regional RDE
assignments and Agenda, for submission and approval of Farmer Industry
Advisory Committee(FIAC) and Senior Scientist Advisory Committee (SSAC).
The second level of coordination lies on the four National
Lead Institutions in Animal Research (NLAR), namely: UPLB, UPLB-NDA,
CLSU and PCC-DA, representing the four animal major groupings. UPLB will
take the national lead in cattle, poultry and swine. Together with NDA,
UPLB will also lead in dairy. CLSU will take the lead in small ruminants
while PCC-DA will be responsible on the carabao NLAR
The third and last level of coordination lies with the
regional network through the leadership of the RIARC Manager and the identified
Regional Lead in Animal Research (RLAR). Consistent with DA Memorandum
No.9, the RIARC Manager will spearhead the organization and management
of the regional network, but may not necessarily take the lead in doing
the actual research. These are due to the insufficient technical capability
of some RIARCs to conduct basic/mid-stream research. Hence, in the majority
of regions in the country, the Regional Leads are assigned to State Universities
and Colleges (SUCs). Nevertheless, the supervision and coordination of
all RDE activities in the region is still the responsibility of the RIARC
Manager.
